The marquis Marc-René de Montalembert (79 years old, born in Angouleme in 1714, creator of the foundry (guns for ships) of Ruelle (16) in 1750), and now "citizen General" of revolutionary armies, writes to the "citizen Minister" of War about the lack of defenses of the Island of Aix, where people fears an attack by the Royal Navy.
De Montalembert explains the strategic value of this island, regarding it as the key of the harbour of Rochefort.
The "citizen Minister" of the War is Jean-Baptiste-Noël Bouchotte (1754-1850). He has been in this risked office from the 4th april 1793 to the 20th april 1794.
